Transportation Network Companies Operating in Virginia May Be Required to Adapt to New Background Check Screening Requirements

The Governor of Virginia recently signed two new bills, HB 1273 and HB 1469 that will tighten safety standards for “Transportation Network Companies” (TNC - which covers ridesharing companies), effective July 1, 2026. Among other requirements, HB 1273 expands disqualifying offenses and introduces civil penalties.
HB 1469 requires that background checks not be limited to a specific period of time for relevant convictions, including those related to sexual assault and any offense resulting in revocation of a driver’s license. It also requires the background checks include all addresses where a driver has lived since age 18.
